Ideally, we would import the HUD XSD 2.7, but this is not currently
possible, since many of its types are not global in scope, which is a requirement for
importing types. So, instead, we've copied the schema into this one as the default
namespace. Minnesota Model extensions are added with the mm: namespace to keep them
separated. In the future, when the HUD XSD becomes importable in future releases, we
will import an "hmis" namespace, or the like.
